2011 State Budget: Briefing for Funded Service Providers on Funding and Procurement Announcements 1st June

Premier Barnett's 2011 State Budget delivered a landmark decision to provide the not for profit community sector with $604 million over the next four years to address the sustainability of funding for community services.
The Partnership Forum will host a briefing for funded organisations that are impacted by this decision providing detail about the roll out of the funding and how funded organisations will be impacted.

The Barnett Government's 2011/12 Budget has delivered a landmark decision that will protect the critical services upon which our communities rely.

The $1billion social services package in this Budget delivers great outcomes for the Western Australian community.

The decision to increase funding to the community services sector by on average 25% over the next three years will make a real difference to more than 30,000 workers in the WA community services industry and the hundreds of thousands of people they help every day. This is a great outcome for the Western Australian community.

MEDIA RELEASE: Joint Statement of Community Sector Partnership Forum Members Thursday 19 May 2011


The Western Australian community services sector has received a welcome Budget commitment from the State Government to support the sustainability of community and disability services in Western Australia.

Premier Colin Barnett has detailed plans for an additional $600million for community servicesorganisations, an increase of on average 25% over three years.

The community and disability sector members of the Partnership Forum, which has been working with the State Government on this and other critical issues impacting the sector, welcome the Government's commitment which will assist in addressing the sustainability of community services in Western Australia.

State Budget Briefing Follow Up

The State Government's $1 billion Social Services Package was the focus for WACOSS members who attended the State Budget 2011/12 Members Briefing on Friday 20 May.

WACOSS CEO Irina Cattalini briefed members at the Australian Red Cross Centre in East Perth on the implications for non-government organisations of the unprecedented sector funding allocation.

State Affordable Housing Strategy Broadly Welcomed

The much anticipated State Affordable Housing Strategy 2010-2020: Opening Doors to Affordable Housing was launched on 11 May 2011 by the Minister for Transport and Housing Troy Buswell. The launch, hosted by the Urban Development Institute of Australia (UDIA) and held at the Grand Ballroom Burswood, was attended by 700 people from across the private, public and community sectors.

The Strategy has been broadly welcomed by the community sector.

Introducing our New Director of Social Policy

WACOSS is delighted to welcome Chris Twomey who has joined our team as the new Director –Social Policy. He joins WACOSS after several years working as a senior policy advisor to Senator Rachel Siewert and the Australian Greens Senators. His policy experience includes managing the community services, Indigenous affairs and ageing portfolios, as well as natural resource management, water and agriculture, together with some work in health, housing and industrial relations. His recent achievements in the role include designing the package of stimulus measures for the community sector negotiated with the Rudd Government, which included the Jobs Fund initiatives and a funding boost to emergency relief and financial counselling services.

Chris' background includes time as a communications manager for a national research centre dealing with sustainable agriculture, together with some experience in Aboriginal studies and in educational multi-media production. He has also been involved over the years with a number of civil society organisations, and may be known to some as the founding convenor of ANTaR(WA). He rides a big black motorbike, loves surfing and snowboarding (when he can find the time) and has a fourteen year old son with an addiction to computer games.

Chris is really excited to be working for WACOSS and is looking forward to the opportunity to meet up with WACOSS members to discuss how he can best contribute to community services and civil society in the West.

WACOSS Media Release: Fair Work Australia Supports Pay Equity Case 16th May 2011

The WA Council of Social Service welcomes the announcement from Fair Work Australia (FWA) today which recognises the undervaluation of work performed by the predominantly female community services industry.

"We now need a decision from Fair Work Australia to lift the award rates for wages in the sector, and commensurate funding from all levels of government to ensure that the pay increases can be passed on to staff without compromising service levels," says WACOSS CEO, Irina Cattalini.

WACOSS Submission to the Office of Energy's Strategic Energy Initiative Directions Paper - Energy2031

This month, WACOSS provided a submission to the Office of Energy's Energy2031 Strategic Energy Initiative Directions Paper. Responses to the paper, along with regional and industry consultations. This marks the end of the Strategic Energy Initiative (SEI) consultative processes. The final SEI document, intended to establish a plan for meeting WA's energy needs over the next 20 years, is due for release in mid-2011.

WACOSS Information Sheet- Utility Price Rises 2006-11

The West Australian Council of Social Service (WACOSS) has tracked the rising cost of living since 2006 for a representative household model.  This information sheet sets out the increases of residential utility pricing of electricity, water and gas in Western Australia.  It shows the impact of rising utility costs on WA households with average consumption.  The data comes from a variety of sources, which includes the WA Government’s budget papers and Office of Energy publications.

The next Commonwealth People's Forum will be held in Perth, Western Australia, from 25 to 27 October 2011.

The Commonwealth People's Forum (CPF), brings together civil society representatives from around the world, to discuss and debate key issues facing Commonwealth people. Held every two years in the run up to the Commonwealth Heads of Government Meeting (CHOGM), the CPF is the single biggest opportunity for civil society to engage with Commonwealth leaders on global development issues.

Help to Host Seniors Week Events in 2011

COTA WA, in partnership with the Department for Communities and Lotterywest, will be assisting community groups and local government organisations hold events during Bendigo Bank WA Seniors 2011.
Grants of up to $1000 are available through the Seniors Week Community Grants Program, as a contribution towards meeting the costs associated with hosting events in Western Australia between Sunday 6 November and Sunday 13 November.

Your Online Resource Coming Soon

Thanks to a Lotterywest grant, small to medium community sector organisations in urban and regional Western Australia will benefit from an online support framework now in development by Community Sector Services.

Through its website Community Sector Services (CSS) will provide resources such as:

• an online ICT helpdesk
• tools and resources
• the ability to host forums on matters relevant to the sector using social media tools.

The Commissioner for Children and Young People is conducting a review of three of their guidelines publications.

• Are you listening? - Guidelines for making complaints processes accessible and responsive for children and young people
• Improving legislation for children and young people; and
• Involving children and young people – participation guidelines.

CCYP are keen to talk to some agencies that have used any of these guidelines to assess whether they found the publication to be useful, how the agency used the publication and how CCYP could improve it.

Mission Australia's Annual Youth Survey

Mission Australia's annual Youth Survey - the largest of its kind in Australia - has been undertaken each year since 2002. Conducted between April and July, the survey asks young Australians aged 11 to 24 what they value, where they turn for advice and support, what issues concern them, how they are involved with their community and their feelings about their future

Volunteer Grants 2011

Volunteer Grants 2011 recognises the important role of Australia's volunteers and is part of the Government's ongoing commitment to supporting volunteers, assisting disadvantaged communities and encouraging social inclusion to assist vulnerable individuals, families and communities. Funding of $16 million is available to eligible not-for-profit community organisations to assist their volunteers and encourage volunteering.
